The Air Traffic Management Bureau of the General Administration
of Civil Aviation of China (ATMB of CAAC) is a functional agency
of CAAC to administer the national air traffic services, civil
aviation communication,navigation, surveillance, aeronautical
meteorology and navigation information.Corresponding functional
departments, comprehensive departments and subordinated technical
support units have been set up directly under ATMB, with a total
of 300 people. Its main duties are: establishment of air management
system and long-term development plans and annual projects;
Establishment of trade rules, standards and norms; management of
scientific research, personnel training and licensing; organization,
implementation, and supervision of the daily operation of aircrafts
and flight testing;To take charge of handling international affairs
of air traffic management system.
The existing air traffic management system of CAAC is a 3-layer
management system, namely the ATMB of CAAC, the regional air traffic
management bureau and the air management center; The basic
organization form is a 3-layer air traffic service system which
consists of regional management, approach management and airport
management, with a total of 12,000 people.
